William Steven Riley, Sr. (Bill) 68 was born on Thursday, April 2, 1953, in Arco, Idaho, the son of Mildred (Virginia) and Kirk Marvin Riley.  He spent most of his youth growing up in Southern California until he enlisted in the United States Air Force in 1969.  He was stationed in Blytheville, Arkansas and was a firefighter at Blytheville Air Force Base Strategic Air Command where he met his future wife of 49 years, Rosa Marie Presnell.  They married on July 16, 1972 in Blytheville and went on to have a son, William Steven Riley, Jr.  They spent almost two decades in East Texas before moving to Lubbock in the late 90’s.  Bill was an accomplished inventor and engineer whose career span across many places, from his patented cattle chutes on dairy farms around the world, to installing his patented water purification systems for President Reagan in the Whitehouse.  He was never a stranger at any occasion.

He is survived by his wife, Rosa Riley; his son, William S. Riley, Jr.; his grandson, William (Steven) Riley III; and daughter-in-law Brooke Boyles Riley.
