Tedd Owen Carter was born October 12, 1955, in Lubbock, TX to Ben William Carter and Marie Barbara Mesmer Carter. Tedd Carter passed from this life on April 17, 2024, at 68 years old.
Tedd was raised in Borger, TX and was the one of three boys. He attended Frank Phillips Jr. College and West Texas University before transferring to Texas Tech to finish his civil engineering degree. Tedd married Kim Redwine on July 21st, 1990. They were blessed with one son, Thomas Carter of Lubbock. He spent his career at the Texas Dept of Transportation as a civil engineer then. later as the district design engineer. He also earned an MBA. Tedd retired in 2010.
Tedd was a member of Monterey Church of Christ.
He was preceded in death by his parents; a brother, Glenn Carter; and stepfather, Lee Dunham.
Loved ones include his wife, Kim Carter; son, Thomas Carter, and his fiancée, Lindsay Short; granddaughter, Addison Carter, all of Lubbock; brother, Jeff Carter and wife Dianna of Amarillo; stepsister, Kathy Lee Hakala of Ingram, Tx and numerous cousins, nieces, and nephews.

Celebration of life services will be at 10:00 am Friday, April 26, 2024, at Lake Ridge Chapel and Memorial Designers with Barry Stephens as officiant.
