Paul McMillen passed away peacefully on December 28, 2016 after a long battle with cancer. He was born November 20, 1952 in Fort Worth, Texas, the fifth of six children, to Charles William and Janie Lee Elizabeth McMillen. Paul graduated from Mansfield Texas High School in 1971 and was a graduate of the Texas Tech University Class of 1978 with a Bachelor of Science in Agricultural Engineering. Paul had made his home in Lubbock since 1982.
Paul served as the Hydraulics and Hydrology Team Leader with Parkhill Smith & Cooper.  Paul was most frequently described as “an engineer’s engineer” – attentive to the needs of his clients and to the details needed for successful engineering projects. As a consulting engineer, he served the citizens of Lubbock and surrounding areas by designing civil works such as pipelines to carry water, pump stations to move storm water, and most notably a city-wide drainage project to relieve flooding in South Central, South and Northwest Lubbock. His legacy as an engineer lives on through the many young engineers he personally trained while at PSC.
Paul was preceded in death by his parents and by his brothers Charles Lee and Larry Donald McMillen.  He is survived by sisters Ila Louise Daley, of McKinney, Texas and Elizabeth Ann McMillen of Mansfield; by brother James William McMillen and wife Linda of Mansfield; and by sister-in-law Cora Faith McMillen of Sulphur, Louisiana. He also leaves behind numerous nieces and nephews.
